Oklahoma storm shelter rebate 2026: status and how to apply
Short answer: as of Nov 2, 2026, the state's SoonerSafe safe room rebate is not taking applications for 2026.
Current status
- Oklahoma Emergency Management (OEM) says "The 2026 Rebate Program is not open at this time" (Oklahoma OEM SoonerSafe page).
- OEM told reporters it had not received FEMA funding for 2026; rebates already approved are still being paid (The Oklahoman, Mar 6, 2026).
- Registration for the 2024 round closed Oct 31, 2023, and winners were notified by email from [email protected] (Oklahoma OEM SoonerSafe page).
SoonerSafe rebate: $3,000, not $2,000
The SoonerSafe maximum is $3,000 per home, capped at 75% of what the safe room cost. OEM's rules page says: "A maximum rebate of $3,000* is available per home, not to exceed 75 percent of the actual cost of the safe room. (*Note: this amount increased for 2024. The maximum rebate amount in 2023 and prior years was $2,000)." (OEM SoonerSafe rules)
So a $4,000 OKC garage shelter could get up to $3,000 back, while a $3,600 one tops out at $2,700 (75%). The rebate is paid only after a selected homeowner's shelter is installed and documented, and the 2026 program is not open. If an older article or installer flyer says $2,000, check its date: that was the cap through 2023.
Facts verified Nov 2, 2026.
How much is the SoonerSafe rebate in 2026?
The cap is $3,000 per home or 75% of the safe room's cost, whichever is less, per OEM's rules. The 2026 program is not open, so no new rebates are being awarded this year.
How SoonerSafe works when it is funded
- Up to $3,000 per home, capped at 75% of the cost of a new safe room (OEM SoonerSafe FAQ).
- Recipients are chosen by random selection, for single-family primary residences (OEM SoonerSafe FAQ).
- The shelter must be installed after you are selected. Shelters already installed do not qualify (OEM SoonerSafe FAQ).
- You must register for each year's drawing when registration opens.
Where the money comes from
Safe room rebates like SoonerSafe are funded through FEMA hazard mitigation grants given to the state; FEMA's guide covers funding in section 4.3 (FEMA P-320 (2025)). No FEMA money for the year means no state drawing.
Should you wait?
That is your call. Waiting could save up to $3,000 if a future round opens and you are drawn, but selection is random and nothing is guaranteed. Compare that with published shelter prices, and check the OEM page before you sign a contract, because installing first makes you ineligible for that round.
Rebate vs FEMA grant
They are often confused. FEMA says individual homeowners do not apply directly to FEMA for safe room money. FEMA sends Hazard Mitigation Assistance funds to states, which pass them to local governments (FEMA: Safe Room Funding (updated Apr 8, 2026)). Its Hazard Mitigation Grant Program can pay up to 75 percent of eligible costs for residential safe rooms after a major disaster declaration, and applications go through the State Hazard Mitigation Officer (FEMA: Safe Room Funding (updated Apr 8, 2026)). In Oklahoma, SoonerSafe is the program that brings that kind of money to homeowners (Oklahoma OEM SoonerSafe page). FEMA also notes that FHA 203(k) and 203(b) loans can include a windstorm shelter (FEMA: Safe Room Funding (updated Apr 8, 2026)).
Status, checked Nov 2, 2026: the OEM page still reads "The 2026 Rebate Program is not open at this time," and no 2026 registration deadline is posted (Oklahoma OEM SoonerSafe page). We will update this line when OEM posts dates.
SoonerSafe rules worth knowing before a future round
- OEM intends to run the program yearly, but only when federal funding comes through, and eligible homeowners must register every year when registration is advertised (SoonerSafe Rules and Regulations).
- Registration order does not matter, because selection is random. Some years give priority to disaster-impacted counties; the 2025 round favored 26 counties hit by 2024 disasters (SoonerSafe rules, OEM SoonerSafe page).
- You may not build the safe room yourself, retrofitting an existing shelter does not qualify, and renters, duplexes and second homes are not eligible (SoonerSafe rules).
Why there is no 2026 money
OEM told KJRH that SoonerSafe has relied on two FEMA programs: the Hazard Mitigation Grant Program, usually funded after a disaster, and BRIC, which FEMA ended in April 2025. OEM said HMGP had not been approved for Oklahoma's March 2025 wildfire declaration, and that it is still paying rebates from past years' grants (KJRH report).
Other programs we checked
- County programs: some counties apply for their own FEMA safe room grants. Rogers County's program for 170 homes is full and not taking applications (KJRH report). We have not found an open county or city shelter rebate in the OKC metro; this is unconfirmed, so ask your county emergency manager.
- Property tax exemption: up to 100 square feet of a shelter is exempt from property tax via Form OTC 905 (Form 905). See our registry and exemption guide.
- Financing: FHA 203(k) and 203(b) loans can include a windstorm shelter, and SBA disaster loans can be raised by up to 20 percent to add one, according to NSSA (NSSA financing and rebate page).
Rebate status rechecked November 2, 2026: OEM still says "The 2026 Rebate Program is not open at this time" (OEM SoonerSafe page).
