OKC storm shelter permit: fees, paperwork and registration

Yes, Oklahoma City requires a building permit for any above- or below-ground storm shelter, and the fee is $99.50 for an in-ground or slope-top shelter or $104.50 for an above-ground safe room (City of OKC Storm Shelter Permit, checked Nov 2, 2026). You need engineered specs per FEMA 320 / ICC 500, plus a flotation letter for in-ground units, which installers usually supply. After the inspection, register the shelter online or at (405) 297-2535.

Do you need a permit for a storm shelter in Oklahoma City?

Yes. The City of OKC Storm Shelter Permit page says a building permit is required for any above- or below-ground shelter. Plans go in by electronic submittal, and questions go to (405) 297-2525.

Moore

The City of Moore shelter permit application lists a $34.50 filing fee, handled by the Inspections Division at 301 N Broadway, (405) 793-5051. It asks for a stamped engineer design meeting the 2015 IBC and FEMA rules, a site plan for outdoor units or a floor plan for indoor ones, and an elevation certificate if the lot touches a 100- or 500-year flood zone. The form notes the installer performs the third-party inspections, and the same form collects shelter registration details.

Norman

Norman requires a permit before installation, through its online permit portal or Permit Services at (405) 366-5311. Its free registry is run by the Fire Department Administration Office; sign up online or call 405-292-9780.

Edmond

Edmond states every new shelter installation needs a Building Department permit. Registration is free and voluntary, online or at (405) 359-4564.

Del City

The Del City application requires installers to be licensed with the city and carry a $5,000 bond renewed yearly. Plans must bear a professional engineer's seal, and the contractor pulls the permit and calls for inspection. It does not list a fee.

Midwest City and Yukon

Midwest City and Yukon offer online registration (Yukon questions: 405-354-6676). Neither registration page lists a permit fee, so ask the building office. Mustang and Bethany permit details are on their city pages.

Rebates

For the SoonerSafe rebate status, see our 2026 rebate page. When a round is open, the rebate is up to $3,000 per home, capped at 75 percent of the cost, and a shelter installed before you are selected does not qualify (OEM SoonerSafe rules and regulations, checked Nov 2, 2026).
