Storm shelters in Norman, OK
Norman publishes the most detailed shelter rules in the metro: a dedicated residential storm shelter FAQ from Development Services.
Permits in Norman
- A storm shelter permit costs $54.50 (City of Norman Storm Shelter FAQ, Apr 2026).
- You apply through the city's online portal. You need an engineer drawing referencing the current code and ICC-500 (2014 or newer), usually from your installer, plus a site plan (same source).
- Outdoor shelters depend on zoning. In R-1 single-family zones the FAQ gives typical setbacks of 5 ft from the side (3 ft in some rear areas) and 1 ft off the rear setback or utility easement. Flood-zone lots need Public Works review (same source).
- Inspections: site-cast concrete shelters need a pre-pour and a final inspection; pre-built shelters need only a final. The permit closes with a Certificate of Completion (same source).
- Permit review typically takes 3 to 5 business days after complete documents are received (2025 FAQ). Permits and Inspections: (405) 366-5311.
Register your shelter
- Register with the Norman Storm Shelter Registry online or by calling the Fire Department Administration Office at 405-292-9780. You can register safe rooms, cellars, in-ground shelters or basements, and the city says the information is only used by emergency responders (City of Norman Storm Shelter Registration).
Tip: Ask your installer for the stamped engineer drawing up front; Norman will not process the permit without it.
Costs
Published metro prices run roughly $3,300 to $15,000 installed depending on type and size. See the sourced cost table.
